Don't know about that. How do we know that the Chinese are "breathing down his neck"? Maybe the Chinese are not in that much of a hurry to get this done either. When they do start to get impatient, I think they will be able to wield far more influence over Hugo than KRY ever could: China can play all kinds of games with him if they like, imo. Our only real power play is the arbitration route, which will have to be done if this is not completed by April.
