Welcome back Wings737. The only answer I can offer to your question is:

"Teck, or whoever wants to acquire Schaft Creek. The NTL, critical power for construction, doesn't get into the neighborhood until Mid-2014. Why not take possession closer to the date when you will be allowed to start actually developing the mine?".
