I would understand the 'urgency in the face of competition' reasoning, but once acquired the additional drilling can be done quite quickly (maybe 10 shallow holes in one month?)

There is enough potential in the positive BFS to start building based on a target of the recommended bigger mine, but your still sitting dead in the water and can't go ahead without power. So if you have to write a cheque for say $2 Billion now, or in 9 months, every CFO in the world will tell you to put it off if you can.
