Ok who shorted?

This is what happens if I want to sell short any stock for less then $5:

Error:

Sell Short 1000 of CLL has generated the following error(s): we do not permit short sales on securities that trade less than $5.00.

So, it is not me who is shorting. It must be the Willy or insiders looking for the Christmas bonus or dondon selling his spare shares.

Or is it possible that the CLL SP are in the overbought territory (over 80 on RSI daily) and need some rest before it brake up or down.
