Also, some banks have been slack in this department ever since implementation and continue today whereas it is common for some companies to operate in this way. There is always a way to get around everything and it is not a compliance department of a banks responsibility to act on any transactions, they only inform, and sometimes they don,t inform, depnding on competence any other things.

There could be cheques cashed everyday for $9000 and it would never show up on the banking system. That could amount to millions in a year.
