Ook, WTF do you know? Well, it appears you know quite a bit! I thought your post was very well stated. It's been said many times that there is much more going on behind the scenes than we will ever know, and you've articulated the reasons for this very clearly. Even though you think you might only be speculating, I would venture to guess your speculation is very close to the truth. If that's the case then I don't need NR updates, even though I like to know how things are progressing. I would rather mgmt says less than more if it means our one shot will hit the target.
