I see your mind is made up, so I won't take the issue further except to say that, in this particular instance, it probably makes no difference. If Leckrone does have the data he won't easily give it up, and if he doesn't have the data there is nothing to give. Either way, Dominion Harbor is in the same position, i.e., starting from scratch.
