You seem to be forgetting the ALJ's order No. 62 that came AFTER this order No. 61.

What's more important,

ORDER NO. 61: DENYING COMPLAINANTS’ MOTION FOR RECONSIDERATION AND FOR LEAVE TO RELY ON CERTAIN EVIDENCE IN SUPPORT OF THEIR DOMESTIC INDUSTRY

or

ORDER NO. 62: DENYING RESPONDENT'S MOTION FOR SUMMARY DETERMINATION
