Let me give you a real world example. Our homeowners association attempted to secure a loan from the bank to install two more gates on the entrance way to the neighborhood. They offered the yearly dues up as collateral. The bank said, no thank you. In theory every one of your residents could default on their dues leaving us with no tangible collateral. They told the treasury secretary to come back when the association had liquid assets to offer. What Patriot did was criminal. You seem to always have faith that things will go as a text book says they should.
