 IMO Just a thought........

 On a more global scale is it possible that the industry, as a whole, would consider joining together to acquire the patent portfolio to make it available for general industry use. Would it not be to the industry's common benefit to put the portfolio into the public realm and avert having to pay individual licensing?

The patent is the basis for amost all semiconductor corporations in the world. This portfolio is fundamental to the technology industry. Control of this vital concept is like a patent for water.    they would be waiting for a general resolution of the ownership of the patents.

This may also explain the lack (halt?) of signings in that everyone is waiting for the communal agreement.
