RCA vs. MOT

On 23 Oct, RCA contacted MOT to establish whether Transformation into a joint-stock company was required before the DA signing.

But not even contact could be established a full month later! (as of 24 Nov).

So, where in the reporting hierarchy do the RCA and MOT sit?
