Read the Form 4 carefully, these are added new stock options for the those five board and management.

The shares come from authorized shares and would be added to the outstanding shares if purchased. I don't believe they have any treasury stock available.

Has nothing to do with the price, they have had stock options for years and not very many have been purchased especially by the board.
