Seems the Li-ion Cells will still be made by Panasonic in Japan.

" A network of supplier partners is planned to produce the required precursor materials. Tesla will take the cells and other components to assemble battery modules and packs. To meet the projected demand for cells, Tesla will continue to purchase battery cells produced in Panasonic's factories in Japan."
First production supposidly planned for 2017. Zenyatta better get moving if Albany needs to be in production and producing product by then, whomever the owner may be! Same for "Off-Take" and "Buy-out" scenario's.
Something must happen over the next month or two imo for this transaction to work out with the proposed timeline. Full Story link,
