I'm a bit surprised at the requirement that the leached ore not be stored outside. Cyanide is not persistent in the environment, and is readily tied up by a number of metal ions. They previously were able to just bury the (water treated only) waste ore, cover it with soil, and replant. This may end up being a bit of a problem with only expensive solutions available if they won't be allowed to dispose of it by burying it.
