Does this mean dilution?

The news release includes the following:

1) Meet with a Sao Paulo legal team to plan an offering on the BOVESPA (Brazilian Exchange).

Does "an offering" mean new shares? Has anyone talked with IR about this? I had thought that with revenues starting soon that there would be no need to issue more shares.
