Did we not hear of additional or replacement plant required at DL Singapore. This was required to resolve emerging producion problems that needed plant and personel to overcome and was why DS did not meet their income targets and lost out on their incentives.  That would mean that funds set aside for those incentives will add back in Q4 perhaps meeting some of those costs.
