Could it be that they wanted to keep the SP from rising too soon after the PP so that they can continue to justify the lousy deal they accepted? Would be hard to say they got the best terms possible if we immediately went back to pre-announcement SP level.

Is there anyway we can find out who the major participants were in the offereing? I've seen other company's disclose this info.
