It's as simple as POET is paying BAE to use their resources. Why not just say that in the NR? It's as common and simple as that. But no they state its a collaboration agreement/contract which caused some to think POET is finally seeing some revenue. It was actually the opposite of revenue, why not just state that in the NR to avoid confusion. That's the problem.
