I guess that would depend on how many contracts they sign and with whom? Obviously they believe they have the horsepower to do this based on the companies they are dealing with. And as far as value of NRE it has been stated publicly that it will be significant as a reflection of what it would cost companies today to achieve performance gains. Which is of course in the $billions.
$10 million is an unofficial price that is being used. The NRE is in fact a license to provide a right to future use. If a company is going to provide POET money they are going to gain rights to the technology. NRE = a license. If they are paying for an exclusive right to a specific application then that cost is going to be significantly higher.
