concur... many companies especially tech ones hold proprietary valuations confidential (look at the degree of black deletes on P!) to protect their interests from potential competition. My impression/understanding was that P1 was released for financial reasons and to use the BAE vetting to ensure 3rd party validation so that they could get to this point. There may be reasons contained in existing agreements such as UCONN, Financial houses or the government that might recquire the release of the document. Timing of the release could be managed thru drafts and finalization or approval of the document.
