I think if Peggy isn't included in the 77M, and she votes no, then the merge is dead in the water.

I don't know how she feels about the merge, but if the CMM BoD is for it, and its the same BoD who give her the walking papers last summer, I can imagine how it would be tempting to vote opposite of what the BoD wants...put a little wrench into their plans.
