I'm hoping this isn't a formality for them and that they haven't already put all the required pieces of the puzzle in place.

It seems like an obvious 'no-deal' to me and this is about as corrupt an offer as I can ever think of given the brief history leading up to this NR.

The wheels are in motion now, and that's beauty of this. The deal WAS real. Let the games begin.
