Well, since Gazprom is the world's largest gas producer, and the EU is Gazprom’s largest customer, I would say the Europeans will foot the bill. Actually, this is not about exploration, Gazprom’s intention is to get into the US gas market, which will be very profitable in the next 5 to 10 years.
