Debut Diamonds Inc

Have to wonder. For a company like debuet diamonds that has literally been stagnate for years, how and why does the share count outstanding go from around 30,000,000, to over 200 million. I know it pays in shares to kwg for half of the costs for many things like office space ect. But does this justify to the share holders of debuet when being stagnant to cover the costs of another company?
