It is unlikely CCAA court can force the company to make a business decision, which taking a settlement might be considered as. Had the court control over the DIP amount the company borrowed, or the apparently high burn rate, then maybe my opinion might be different.

Thinking a Plan will come of this. Neither company nor Note-Guys will be happy, but will be able to live with it. Although there is always the possibility of another Stay, the order to submit a Plan means to "have an agreement" in CCAA. If they don't submit a Plan, it means there was no agreement reached. Campbell will remind both that they need a Plan to submit, or it is game over.
