I think it is more someone trying to take advantage of someone who puts in a market order buy. If they are the first in line on the ask, they get the sell. I sometimes play that game and put in stink bids or high asks just to see if I can catch someone on a market transaction. Some people also set good to cancel sells a bit high in case news breaks so those 10 that you are seeing may be those.
