I think the average trading price thingy was introduced to make a future price determination fir. Now, with big-time manipulation everywhere, it's just a time-frame that's set to tell those in the know when they can expect prices to be manipulated.

Yes, we need the permit, but if we're voting on CRRC JV or not, then it's still a no-brainer, as I see it. Let's face it, without the JV, this really is a POS.
