Simply put, Hugo is a pebble on the road that the Chinese are very intent on traveling to accomplish their goal to take direct ownership of much of the world's natural resources. They don't want to get stuck again, with the rising prices they faced a couple of years ago when they began to build themselves out of the past.

The middle man is being circumvented and their people are going to work in the process.

You must believe, they are a well oiled machine that moves very slowly and very deliberately. If you don't, you're just road kill.
