From our perspective it appears so, but it does not seem to matter as it relates to Hugo Chavez. He will continue to offer free health care (in its given form), education and the like to all the poor citizens who cannot afford much and that is all they see.

It does not matter that Hugo has successfully made VZ the #1 worst place to do business! Why? Until the people (that means all the poor who support Hugo) begin to see that life can be better without Hugo (oh there will be growing pains) it will be difficult to remove him.

I say that the poor like Hugo and are now entrenched with free (what an oxymoron as nothing is free and everthing has a cost) services that they could not afford themselves and therefore will be very difficult to sway them away from Hugo.

It may have to come down to a more drastic move to have him removed. The legal and/or more traditional ways do not appear to have an effect on teflon Hugo...The poor people of VZ...they have no idea why they are poor...
