Excellent question re Tech acquiring shares

Unless thre is some rule prohibiting it, one might expect that thru agents or some other means, and knowing what they might be willing to offer for those shares, in a potential buyout of CUU, wouldn't they be soaking up any of those over the contemplated purchase price

Or could such actions be construed as insider trading in that they know their future intent
