No Ringer. Was taken aback with the tweet which thought it meant Coutts was actively courting cities for a ferrochrome facility/smelter when he has consistently down graded/played the chromite deposits at least until Eagles Nest was up and running. The article, which I missed, clarifies that the cities are courting Coutts/Noront for the facility location for 2021 as per Coutts statement.
Suggest that if KWG is successful with rail, Coutts timetable for chromite will change. Not sure why he seems to be leaving out the Chinese market and prioritizing the US entry.
As with everything else in the ROF, time will tell.
