I believe Dale stated San was in control only until all the data was gathered in days or

weeks then it was out of their hands. How could San be in contol if they had already

submitted their application, and why are they still gathering data? Having said that, Dale is

a very poor at communicating so perhaps he just mis-spoke. ( I hope this is the case)
