Is SLI gone and never to recover? I lost about $13,000. Can I claim a captial loss and how valuable is that?

Any chance someone can recount for me why the stock has been suspended? I was actually going to take a punt on 10,000 shares but my RBC account wouldn't let me complete the ransaction.
