OK thanks, I understand now.

The Canadian model is to find the next new "wonder project that's going to make us all rich", focusing investors' attention there, before quietly letting the old one fade into distant memory.

I expect that to happen here.

A new project to try and excite investors and allow a financing.

It will not work IMO.
