Lots of folks and/or folks who have lots of shares want out, so they are willing to sell at these very low prices. For only a penny or thereabouts, other folks are willing to take a risk because it doesn't cost them much. That's the lure of penny stocks.

Think of it this way: even at 5.59 million shares, we're talking about a total expenditure of less than $80,000.00 at 1.4 cents/share for the entire day's trading so far. I don't see that as being very significant, but others may feel differently.
