Yes, again. This is common in litigation with large and/or multi-national defendants, usually as a "starve the enemy" tactic. In PTSC's case, it has certainly been so with all of the prior PTO re-exams. It is less so in the NDCA cases, since the opposing parties are the ones who instituted that litigation --- nevertheless, that was mainly a choice-of-venue consideration, and delays have occurred in other aspects thereafter.
