"should we give cliff a raise so he has the money to buy shares?" No. Cut his pay by $200,000 and instead grant (not option - I want to be fair) him 2 million shares (currently valued at 10c). NOW he can feel a bit more like shareholder and WORK to turn this into a $1 stock.
