I cannot say anything conclusive about the ITC. However, I did briefly peruse its website, particularly the press release section, and I noted that there appear to be PRs issued throughout the time of the shutdown. Although I only skimmed and would welcome correction, I did not notice any continuous gap in time equal to the amount of days during which the shutdown was in effect. This may not necessarily be definitive, since it is always possible, though unlikely IMO, that the ITC might have chosen to allow delays based on the shutdown even though the ITC itself continued to function during that time.
