The microprocessor in HTC products start up and the PLL is NOT engaged and the ring oscillator runs freely and varies with the CPU and then the frequency is narrowed down into a range by the PLL once it is turned on. Not hard to understand for "eighth graders."

To an "eigth grader," 25 Microprocessors that Shook the World approved by accomplished EEs and 100 licenses is fairly compelling as a lead in, don't ya think?
