In our shared angst over the prospect of no longer being able to view PACERs on Agora due to possibly applicable restrictions, Ronran and I have coordinated and researched the concern.

Contact was made with the "PACER people" to hear that their intent does not restrict release of PACER documents. However, when the language of the use agreement Terms were cited, she was oblivious, saying "I never read that before".

Further coordination was done by Ron with people most knowledgeable to find that while the language may be questionable to the layman, from a legal perspective there is no "re-publication" restriction.

The good news is that this means that PACERs can continue to be displayed on Agora.

This also means that I owe Pete an apology, as he was correct and I was wrong. Thus, I apologize to Pete and the board for my error and any frustration caused.
