I will give them the benefit of doubt at this point, and suggest that "maybe" they believe they are really close to a settlement which might put the odds significantly more in favor of agreement than the adverb "maybe" might imply. I just do not think PTSCis risking all out shareholder revolt without good cause. I am hoping for the best.
