I would suggest based on PTSC's PR that they have more than mere resonalbe suspicision. Why? They cut off the settlement discusions and are prepared to go ahead full steam. There is too much at stake to roll the dice in such a reckless manner. Would you proceed based on mere reasonable suspicision? I would agrue that they have uncovered the tip of the ice berg and are demaning a full accounting to find the rest of the other 90 percent.
