If there is agreement by the parties to the "Master Agreement" there would be nothing to prevent the sale of the MMP Portfolio. What price?

If, as suggested many times, the cost of a license has gone up, that could be a primary reason for the dearth in new licensees.

Also, the NIRC has yet to appear in the Gazette.
