Yes, the arbitration would be able to resolve both issues, and, in fact, such proceedings are designed to resolve all existing issues --- in other words, it would be unusual to have a "piecemeal" arbitration on less than all issues. Unlike a mediation, which is essentially a settlement conference that is not binding on any of the parties, an arbitration results in an actual ruling by the arbitrator (or arbitration panel) that has the same force and effect as a judgment after a trial on the merits.
