The only trouble with that statement is that market sentiment has never played into anything this company does. It is always about keeping previous negoiations secret as long as possible, as if any of the previous signings were secret to concerned parties in the first place. No one is going to spend millions in settlements without knowing what the other guy signed for anyway.

Now we have a NDA and now we can't talk about the settlements even to concerned parties. So now you won't see any settlements until we are able to discuss amounts to potential licensees. They are just not going to sign until they know what the other guy paid, even more so if they are asking for rate increases. If we do have signings we will never know when they were signed anyway.
