I think this is the equivalent of saying that when a President goes to Crawford or Camp David, he is really on vacation and not doing something productive.

If they are closed, what can we assume? I guess you are assuming that JT and Company are not meeting with people, on the phone, sending email, or doing anything constructive, and that negotiators are not talking or W-O-R-K-I-N-G during this time.

When I close down shop for a week, even when I physically leave town, I am working constantly--by phone and email if nothing else.
