Can you please explain what this sentence means in detail?

The path to extracting and selling ore becomes much shorter if we can implement a selective shallow mining project. It would be one among several projected mining projects throughout the Hay Mountain complex.

Is this something LBSR can do on it's own? How short of implementation time ? Does money need to be raised for this in addition to drilling...etc?
