No claims, no lights, no drilling.

Good faith is not immune to bad timing, luck, or what have you.

I believe the plan was described in good faith, notwithstanding the accuracy of hindsight. That The response wasn't as fast and strong as was hoped can be categorized in any of a hundred ways, many of them negative, but to my of view, neutral.
