Well I'm not the expert you should ask but VP posted this in an earilier post.

"A "quite period" IS the time during which SEC approvals are in process. The quiet period should follow a deal having been struck, but before it can be announced. Upon approval, and at conclusion of the quiet period, there should be a press release."
