National Instrument 45-101 - Rights Offerings was repealed effective December 8, 2015. Your link is out of date.

The new simplifed rights offering rules repeal National Instrument 45-101 - Rights Offerings and amend the prospectus exemptions contained in National Instrument 45-106 - Prospectus Exemptions.
